Hello @MANTHA_13 and welcome to our friendly community! I am sorry to hear you are having this issue. In order to buy something or make any transactions you must be on line. In other words have an internet connection. These games prefer a string, steady signal, so if the is a brief interruption or drop in the signal, the game can think you are off line.
Make sure you have a good, strong connection, then turn off your Device for at least 10-15 seconds. When you turn it back on, make sure you have a good internet signal and then play a level and then try your transaction again.
Hopefully this will work. If you still have issues, you should contact player support.
