Why can I no longer get the bonus package in full after purchasing

NEVER had a problem with all the packages I bought until recently. WHAT the heck have they done. Now I get a portion of the bonus package 95% of the time. Right now I'm waiting for my free lives to kickin. Hopefully it does before most of the time I have free boosters run out., Would be nice to have everything at the same time.
