Why can’t I watch ads and get extra moves anymore?

As for the ads, that may happen; ads feature may be temporarily absent and then reappear again in the future. Not all players have ads feature at the same time so it rotates among players.
As for 4 in a row, that should only happen if you didn't contribute in completing a column or row together. If you do contribute and that happens then it's an anomaly and we can investigate 🙂
Would you please let me know if this issue still happens after your try troubleshooting steps?
- check for Soda and device updates
- check that your device has at least 2 GB of free storage
- provided you have a King account to save your progress try to log out- close game - clear cache* - restart device - open game - log in and pass any level to make sure you reconnected to the server
- you might need to repeat the steps above 3-4 times
*it depends on on the type of the device. Read all details here.
If you own Android mobile, visit device Settings - Apps - Candy Crush Soda Saga - Storage - Clear Cache. Be careful not to click "clear data" which deletes your boosters
If you own Apple mobile, visit Settings - Safari - Clear History and Website Data

- what's your game ID number? How to find your user ID on Soda app: here
- Would you be able to take screenshots of 4 in a row glitch? It'd be very helpful
