Which OS are you using for playing your game? I guess it's either Androis or iOS. Windows 10 players have the privilege to play more levels than iOS and Android players. This happens because updates for Windows don't require permissions for updates while Android and iOS require certain permissions, hence they need more time to be released. These players you see are probably playing their games on Windows. Just be a little bit patient, an update will be there soon.
