The candy fish follow the blockers under the bear with bubble and than go back first part board! So, I can’t 100% beat this level by broken! I lost win streak by broken level! Please solve the broken level!

You did not have the problem he mentioned. It is because you did not test the level FULLY. When you have moved to second board, and broke too much ice before the three bears moved up, you will be moved to the first board and then nothing you could do. This means you must lose the game even though you have unlimited moves.
@Yosca when you have moved to second board, you can use super lollipop immediately to break the ice, I think you will get the error he mentioned. Therefore this level has error and not OK.

Photo speaks louder than words.
When you have been moved to first board forcefully, you will lose your win streak definitely, because you cannot pass this level even though you have many moves left and many boosters you can use. The last 3 bears are in the second board and you are in first board.
Don't draw a conclusion too fast, if you have only played one or two times in level 10978.
I have played it many times and used different methods to test it after I received this complaint.

Yes, after my actual test, when I reached the 2nd edition, I reluctantly used the supersonic lollipop, and then I went back to the 1st version and couldn't pass the level.

A sad truth:
This error exists over ONE year. Many players may lose their win streak due to this error. This error appears if you break too many ice blockers before the bears move up, so it will happen even though you don't use super lollipop.
I searched the level number and found many complaints about it, but I saw miss Y said it is OK and mr. P supported her without any doubt, so I decided to test it by myself.

I passed this level a while ago, and maybe because I didn't use boosters, I was lucky enough to have no problems. The moderator and others may not have met either. I wouldn't have discovered this issue without your detailed explanation, thank you for your feedback.

Hi everyone,
Yes, the level is definitely broken, but I've figured out a way to still pass it: once you reach the second part, avoid blasting candies that are in the liquid at all costs, as fish will go straight to the area marked in red. Once the candy bellow the bear is gone, there is no way to pass this level. Instead, carefully open the bottles that are in the green area (might want to use some lollipops to do so) until the liquid has reached the yellow line. From there on, you can play as usual.
