I have encountered a new item, and I can't figure out how it works. It looks like the dual on a gum

I have encountered a new item, and I can't figure out how it works. It looks like the dual on a gumball machine. It somehow effects the level of the purple liquid behind the candies, and that level determines which direction the candies move. I can't understand how to activate the dial to raise the level of the purple liquid. Help!
