Re Break the Bank

I had to pay $6.99 (Cnd) to redeem my 100 gold bars that accumulated in my piggy bank. I had no choice since I would not be able to accumulate any more gold bars since a message came up stating that my piggy bank was full. I assumed that since my piggy bank was full I would not be able to accumulate any more gold bars. Based on other questions and replies other people paid less or it was implied that when the piggy bank is full I should be able to redeem my gold bars without paying anything. Please explain how this works

Why are private messages sent regarding unlocking the piggy bank? It should be free and all answers should be view-able so that people with the same question can get the answer without waiting for a Private message
