It is not unusual for levels to be adjusted after the initial release period when the top players have had their run at them (and made their videos!) This works both ways, of course. Without video evidence of some kind there's really no way to tell whether you're experiencing a glitch or simply not playing with the necessary speed and approach. You're absolutely right and your misery has plenty of company. Apparently the PC version of this level is much easier -- 20,000 points in 40 seconds or something like that. I really hate that King keeps being inconsistent with levels across devices.
