I've already uninstalled and reinstalled several times, so that boat has sailed. If I ever get access to the game again, I guess I'll find out if I have lost things. I do have DirectX installed...

As suggested, I clicked on the Microsoft Visual C++ Redistributable link, which I found was was already installed on my PC. As there was a "Repair" option, I clicked on it and then rebooted the computer. After ensuring that there were no Windows Updates to download, I retried the Soda app, but it is still not working...
