I can confirm that I am seeing the new screen before every level, although I am only playing old levels right now, not new ones. I noticed it for the first time this morning. Fortunately, it seems to go away faster than most of the typical pop-ups. Still irritating, though.

Christine is correct that you can win these at any level. And if you are close to but not at the end of the map (above level 17000 or so), it's actually a bit harder than elsewhere on the map.
