How do you get the all frozen cropies on level 67?

How do you get all the frozen cropies on level 67 or get enough to get enough water splashes to complete the level? I can get up to 3 but haven't been able to get more than that & can't past this level! I don't know if I'm doing something wrong or what but please help!
