why is it the powerups dont work if not having to collect that fruit to complete the board?

I selected a certain character power up and it said it needed strawberries to power up but the game didn't need them to complete the level. Every time I collected the strawberries the power up bar didn't move. If it would have moved and charged I may have had a slight chance of winning the game, instead it did nothing but hinder me when I believed it was helping to collect the fruit. It took my beans but didn't help.
