Incorrect number of moves on level 114?

I've read online how this level starts you off with 28 moves, but I always get just 18, and it's making the level a real chore to complete now. Am I experiencing a glitch here, and if so, any idea how to fix it?

It's not a glitch, the level has just been updated. The level is still passable of course because the strategy is different. You can do it, just take your time with it.
