Boosters ont being refilled

When I play the package quest (i.e. Where packages drop down on main game board), and I win, my boosters are not being refilled. I currently have one of each booster. They used to refill, but haven't for a couple of months now. ☹️Is there a reason? I'm playing on the iPhone 6
