I am very sorry for taking this long to write back with tips & suggestions to beat the level. I was trying to get some useful screenshots to show you. Also, I have tried to play this level on my PC, iPad and Android Phone. All trials were succeeded in my first try (today). And because of you, I gained 2 more stars for this level today
Now to the level tips -- I am attaching Screenshots along with description below
The trick is -- we have to drop both the Flower buds to the bottom of the board -- means away from the "Frozen Blocks". We can move them sideways also, but downwards is easier 
---> This is the "Starting Board" of the Level. As you can see, I have taken a Companion's help. I won without the Companion's help too. But, thought it will be easy for you to concentrate on just the buds and get done with the level as you must be tired with it!!
---> After 4 moves, because the Ice is broken, the Flower Bud dropped down and it will not be covered by the "Snow Ball" anymore!!
---> Both the Buds are out of the Freezing Zone and we can match with Water drop. You can also hit on it with a Shovel and it will be planted 
---> All that left was matching some Cropsies next to the buds and bloom them 
---> Within 2 moves, all the goals were reached along with 2 Flowers, because the game did it all by itself. Choosing the Companion definitely did the trick, along with "Moving Belt". I have not taken any screenshots after this, but scored 500,000 + And you can see that I have not used any boosters too.
I am sure you can beat the level now OR may be you have already beat it? Please let me know if I can be of further assistance

The screenshots were really helpful. I got lucky just once to get both the flowers drop and could finally complete the level. I lost all my Bonnie's boosters since I didn't get both the flowers for 5 consecutive tries. And even after playing several times, I could only manage to get both the seeds just once and I finally could move up.
But anyways, all's well that ends well.
I am sure there was a glitch in the level. But I am done with it so really doesn't matter now. Thank you so much for taking time and helping me. Really appreciate your efforts!!

Yes this is the board that I see.
The issue is with the flower seeds. They are hidden under snowballs. But when I break the ice and snowballs, only 1 seed is randomly dropped on the board. I dont get another seed to complete the level.
Played it several times and no luck.0 -
