I'd like to know what rationale is used to shuffle cropsies on the board when no more matches are detected. Special characters (fireflies, flowers, poppy seeds, cattle, clam shells, etc.) do not move but the reshuffle of remaining crops is rarely helpful. Is the reshuffle totally random?

I am back with one question as of now 😄
How does the team designs the "sheep" levels? -- When a move affects 2 Sheep in a level, how do you "design" which sheep to move first and which one to stay put?
I am asking this especially after playing the 12th level in the "Starry Night" event. The Sheep were moving too randomly and it was hard to calculate which Sheep will move with the move I make -- whether the first sheep will jump up OR the sheep that is on the top spot will come down, etc.,
For me, it was the Sheep that made the 12th level too hard and crazy to win (I am very glad that I am done with that level now 😅)
I do have this question from a while , it is usually the same with the levels where we have too many Sheep to collect as a goal.
But, instead of talking about a regular game level, I thought of bringing this "special event" level, as we all have played (or still playing) the 12th level and memory will be fresh.
