Complete Level 4381 in 19 moves?!

So on 4381 you have to gather 70 water cropsies (from buckets you have to hit 3 times to get water), eliminate green grass walls (also have to hit at least 3 times, sometimes more), capture water cropsies with the lady 8 times, and finally get 4 sheep in the yellow squares made by the lady & water all in 19 MOVES! Am I crazy, or is this impossible to achieve!
