I'm guessing you're referring to level 161 cos level 160 is to clear the jelly not clear the ingredient.
Here's the latest video that I came across in YouTube
If you've watched it, you can see that you have to play at the top tier and make stripped jelly and combine with wrapped candy as many as possible or striped candies to clear the licorice fence at the left hand side. Combining wrapped and stripped candies would be ideal cos it also removes the candy frosting at the bottom tier giving you more space to create those special candies.
Since there's only 3 colored candies on the board, it would be slightly easier to make those special candies. Always try to match the candies at the lowest tier of the candy row to enable more candies to drop from above, that gives you more chance to create special candies.
