Stuck at Level 89 Pet Rescue Saga

It says to rescue 4 pets but it only ever gives me 3 pets. so I can never advance.

Margaret, the forth Pet will only drop AFTER you have removed the first three, so try to leave enough moves to drop this Pet and save it. Here is a video example:
