What is the deal with level 1634??

Why do the pets not show up in this level until you only have 4 moves left?

By that time you cannot successfully complete the level, and it is completely frustrating. The level isn't hard, just not able to complete as the animals don't show up until it is too late. Please fix this problem!!!
