Why am I being paired up with someone who is not in my friends list on the Rescue Race challenge?

Why am I being paired up with someone who is not in my friends list on the Rescue Race challenge? How can I see where they are in the regular game to know if I can even beat them in the challenge if they are not a friend of mine? I am at level 1887 and have no more levels to do at this time. I think this is very unfair advantage! We should not be paired with others that we are not friends with!
