I can only get a maximum of 4 pets to drop and I need 5. I had 30 moves left and still couldn't get a 5th pet to drop.

I am not able to reproduce this issue on 1498. What device or platform are you playing on?

Have you made sure the app is updated to the latest version? Try also with force stopping the app and restart the device to get all eventual bug fixes.
