I agree, this level is ridiculously difficult, even with the bug that counts red blocks instead of red butterflies.
The trick to getting the butterflies to drop in this level is to break the glass from the diamonds in each of the columns that the butterflies drop into. Once the glass is broken a butterfly will fall.
This level still relies on a lot of luck, in having the correct butterflies fall. Use the in-game booster to help drop the glass or remove excess butterflies!
Below is a video example, no extra moves or boosters were used.
In it you can see how I first concentrate on breaking the glass, then getting the correct color butterflies, then filling them. Good luck!

Is there something wrong with level 9400 or is it just me? It seems like only 7 pets would drop down not 9 like it needs to pass the level. I've tried passing the level several times using up all my boosters for nothing cause I still didn't pass the level.

Having completed all levels and waiting patiently for every Tuesday to come around, I find it so frustrating to not be able to complete weekly challenges or monthly challenges because you can't progress. I'd be happy to have repeated challenges from earlier inthe game, where you can progress rather than none!
