I’m experiencing freezing screen or just plain doesn’t load I’ve tried everything I could find

I’ve tried everything in the help files. This just started on 22April. What’s happening? I’m trying on two devices. My new I pad will not even load the page. My iPhone/iso16/ load occasionally.
