There is a trick to making the Pets appear in this level.
Only four Pets can be on the board at one time.
But, they will only appear when there is a locked block in their column
First, drop the blocks so the glass breaks and they lock
Next, get a pet in each column with a locked block
Now you can unlock the blocks and rescue them
Do this three times and all twelve Pets will be saved - have a look at this example below to see how it's done.

Hi @Sharon_Phillips_2 your screenshot shows exactly what is described. The only column that has a Pet is the column with the locked block.
In order to have any pets drop there must be a locked block in the column the pet will fall in. Note the blocks needed are within glass so must hit the ground/bottom row and break the glass for the locked block to be viable - then a pet will drop in your next move in that column.
