Normally in Candy Crush no level should require "many" bars. Every level is eventually passable with 10 gold bars if we replay the level often enough. I'm not up to that level in any of my accounts, so I can't check it out. Perhaps you could post a screenshot of your opening board to help see if there could be a trick.

No, you are not doing anything wrong. Some levels the last sprink does not drop until the last move, making the entire level seem pointless. There is nothing you can do to speed this up as the drop rates are fixed by the game. You are meant to spend gold bars for some extra moves on levels like this. Budget your gold…

What you are proposing would introduce some control by players over their scores and an opportunity for some clever players to score more per level and more per episode than other players.
