I have noticed that the first screenshot is from Facebook game! Do you play only on Facebook or you have access to mobile device as well?
If you do play on a mobile device, do you see the main menu screen or does it also goes to the map directly?

First they got rid of it and put it back now they got rid out it again

An AI created Candy Crush Saga level 18,965 @Zeljka68 . AI wrote all the levels from about level 18,000 onwards, so I don't think they will answer your question here. In general, there are some levels in the game now that will not be not possible to pass without boosters, no matter how often you attempt to play them. Players are meant to budget gold and boosters to use on such levels.

Old map might be resource or memory intensive, not to mention preceding the rotational maps the last sixty-six episodes are denormal.
