Still no new levels.

I've stuck at level 7890 for more than 2 weeks. I play the game only on my mobile phone which is an Android.

been waiting all day for new levels to be added ! I’m waiting for level 7911 , I have updated my app and also turned my I pad on and off but still no new levels have appeared.

Can someone please tell me why people click on a mission in Team Quests and then never complete or free it up when requested? They just sit there, of no use to anything or anyone.
