Not getting potions for cats

I've been upgrading the new cat area of Stella's house but I haven't been getting a potion for each thing I'm upgrading.  I think I'm short 2-3 potions.  I feel that since I've gotten this far already I should automatically get all the cats because someone else just starting to play would have woken up all the cats already at this point in the game...

Yes I'm still having a problem. I just upgraded an area and didn't get a potion.

Hi I also have this problem. I've done many home upgrades to the "upstairs" but I never get the potion to upgrade the cat.
