Stuck

I am stuck on level 1942. I always see the top, in fact one of my "try agains" I had only 1 bubble left on the board. I'm pretty sure I have 2 hats, so far. Still waiting for the 3rd hat to show. I could really use that super blast! I need to be able to move on. Any tips on how to get past this level?

I did finally get 3 hats, and I was able to blast my way out of level 1942.
