How do I beat level 206 in bubble witch 3?

I cannot beat this impossible level. Free 16 owls with minimum bubbles while having to use the majority of them to burst popping pumpkins to get to bubbles. I have tried ignoring the owls and just trying to get to the top, but even that doesn't work. Help?!

I tried for 3 days and gave up. I had to use 2 boosters to get through.

I don't have any boosters and I'm not spending money to get them. Is there really any need to make these levels impossible to complete? You just end up deleting the game. Just like I did the other bubble witch ones.
