How or when do you get the magic plant that turns into a beanstalk?

I've noticed on of my neighbours has a beanstalk that you can go up into that has another room.

Following an update on 27 Feb I no longer get the option to use good bars to buy extra bubbles

n Leo's Cup, instead of increasing, the score decreases every time you pass a level. I have reported the problem several times but have not received any response.
