What the hell??? First it only gives you 17 moves and then it removes multiple moves as you play. How can I win like that???

Replayed 339, 1st attempt, 7 moves left.

The blue tiles have a counter and you need to compose words using those blue tiles before counter drops to 0; when that happens, you get -2 moves for each tile reaching 0.
For 339 in particular, top tiles have a counter of 5 while bottom tiles have higher numbers. I aim to get 6+ letter words in the center of the board, to wipe out multiple blue tiles early, while keeping an eye on surviving ones.

It's not a hard level once you keep track of blue tiles from the start
