@mekah56, The Jelly Queen is a special event that pops up in the game, you must complete her 10 special levels then continue to playing your regular level and collect 45 Stars ( each level has a chance of 3 stars), not everyone gets to play this special event, luck of the draw, but don’t worry if you didn’t get your chance this time, I’m sure you’ll get to play the next one 😉😊

I definitely love her Royal Sassiness - the Jelly Queen.  She is great and she is so helpful too (even if she is scolding me).
