That sounds like very less moves!! It has been a while I am done with the level. But let me check in my game and see if my game too shows the same!!
I just checked the video that was made a while ago for this level # 1164 and it has 21 moves ---> https://community.king.com/en/candy-crush-friends-saga/discussion/254431/candy-crush-friends-saga-levels-1161-1170#latest

@Tomcatprowling, This question was originally posted in 2020, so I must assume that the player got past level 1164. I just replayed level 1164 and had 20 moves to start the level.
While level 1164 had more moves in earlier versions (based on YouTube videos), it seems to consistently begin with 20 moves now.
