The fact that you have different moves on the same level may be due to the fact that you play on different platforms. I play on Win11 and have 20 moves. And those 20 moves were enough to win the level.
On which platforms do you, i.e. you and your friend, play?

I don't think that the game developers offer different number of moves when someone plays on different platforms!
As far as I know, mostly reading discussions here, the developers use to change the numbers of moves of some levels ( or all levels) after their first release! Someone said that this is possible to be happened after a week, but maybe it happens later, I don't know exactly. Usually moves are decreased! That's why all tutorial videos on youtube have always more moves, it is because they are produced at the first days after a level 's releases!
There is also another info on fandom wiki and it is for jelly: the studio sometimes changes a level's type e.g. from puffers to monklings or anything else. I don't know if this practice is common also in Friends.

I have discussed this with Nadia many times and we know about it since a long time ago!
Here is a link of fandom wiki where it is clear that e.g. Jelly level 681 has finally 4 different versions! On this page you can see the moves available, other elements on board that changed and and when each version was available!
The same info is for all the Jelly levels! However, I did not investigated to see if all Jelly levels have changes! I just suppose that it is happening frequently!
So, my conclusion is that the different moves are because of different versions and not because of different platforms!
I was lucky enough to find the fandom wiki site! All of these thanks to endless dialogues about RC at the "golden era" with members who are not in the Community any more, for their own reasons!
However, those discussions were a real thesaurus for me to understand many details about RC and Jelly in general! 😉
@Nadia1770 @Nikolaos_Prodromidis @Princess_Jessica, level 210 in CCFS actually had 36 moves when it was released in 2018. But if you look at videos from back then, the board had a slightly different structure. Levels can change constantly or be offered differently on other platforms.

Since the player has not contacted us anymore, we do not know which game he means (is it really CCFS or does he mean another game) and on which platform he plays.
I have read this in the community and that's so true we don't even know which game he is talking about but as for platforms I know from personal experience it is true I was playing a game from a Google download and I played the same game on king.com when it was available and the boars in king.com was different then the Google play one so I do know this fact to be true but I also have read a lot of things that was mentioned as well so maybe it's all true

I just wanted to share with you my experience of Jelly about this! I really did not know about this Community page, and thanks because you provided this! It makes sense that there is a test period and that the various versions on different platforms may differ at these test days!
As I never played near the end of map I really never noticed a difference between levels! I play usually on mobile and some years ago was playing into fb. Now some King games are not available into fb!
Also Jelly was never available in King.com, but maybe I am mistaken here...
I suppose that the final version tends to be the same on all platforms!
Now, about the member: they did not tell us if they played level 210 at the same time with their friends! I suppose that someone who plays friends level 210 on February 2023, is playing the "final version", that is the same on all platforms, isn't it?
My final conclusion is that there are differences, but because of players' reports and my experience "on the field" looking for tutorials to help members, I tend to believe that changes are always to the harder, to the more difficult! This said, I also have a slightly feeling, that the Community page is trying a little bit to "beautify" the whole situation speaking about "puzzling skills" etc! 😎
