Will not let me buy a package or gold bars

I keep getting an error that will not let me buy gold coins or a package.
I reset my Samsung 9 three times and still it is not fixing it .
PLEASE HELP !!!!

Same thing is happening to me. I got it to work briefly by force stopping Google Play Store/Google Play Services and clearing each's cache. I repeated these steps with the actual game app. Afterward, I restarted my phone and when I reopened the game, the little status bar would stop spinning. But after a world or 2, it goes back to just spinning all the time again. Not sure what the permanent fix is, but if you need to buy something, try those steps and it might help you out temporarily.
