I am very sorry to hear about the issue in your game!!
Are you having this issue in Candy Friends game OR Soda OR Jelly Saga?
You will have to contact the "Player Support Team" to inquire about the missing offer. The Community team does not deal with any purchases issues as the query includes your personal details.
You can send the complaint directly from your game itself through the "Settings" icon ---> Then look for "Purchases" option tab & click on it ---> Once it opens, scroll down all the way to where you see "Contact Us" ---> Click on that and fill out the details you are asked for.
Once you send the complaint, you will receive an automated response as an acknowledgement. If you do not hear from an actual agent within 3 to 5 days, please send a reply on 5th day -- through that automated email itself and give them a heads-up that you are still waiting to hear from them.

Hello @djpresson and welcome to our friendly King community! I am not familiar with that option in Candy Crush Friends. Usually you can purchase a bundle that includes the different lollipop hammers plus some of the timed boosters.
Anyway - if this is a purchase you have made and you no longer have it - when you should have - you need to contact Player Support and get their assistance to restore your lost purchase.
