Why can't I advance to Level 24 after exceeding the goal many times?

I have reached goal of over 250,000 at times and still can't advance!  This is very frustrating!!

So you're stuck on level 23? This level is a jelly clearing level so maybe you have it confused with another? 

But I know that on the points levels you need to use all your moves, so even if you reach the target, the game won't end unless you use all of your moves.
