Sugar drops are inconsistent

I have the sugar drops feature. I will play a level with drops, fail, and when I retry it says sugar drops are not available for this level. If I turn off wifi, open another app, close that app, turn wifi back on, and load candy crush again, the drops are back. Happens constantly and is annoying.

I'm pretty sure that the level selection is random and will vary every time you play the game. If you close the app and come back it will change. Oh and also, this part of the game is only available with wi-fi switched on.
