I cannot make an in-app purchase. ("Purchased failed! No money was taken from you account"). I am unable to move to level 396, in spite of having cleared 395 four times. After pushing a lot of buttons in hopes of moving forward, I did get a message that I'd "received help" (from another player, although I don't use tuse, accepted, but still can't advance to next level. Tried all configurations of restrictions in settings, connected to Facebook, rebooted iPad after every change. NO LUCK. Help?

Which version of the game do you have installed? I suggest you start by going to iTunes/Google Play and check for updates to the game. If you are connected to the Internet via WiFi then I also suggest that you try switching to 3G/4G to see if that will solve your issue.
