Level 465 - why do the fruits not drop until there is only one or two moves left?

In level 465, the first fruit does not fall until there is only one or two moves left? I have used my boosters to clear all dispensers, but the first fruit will not fall. I see that this question has been asked, but I am not able to read the replies???
