Why does the sugar track cool off and doesn't work after one play?

In any level, I play one game and collect sugar drops, then when I go to play it again the track is screened back/cooled off. I have to reboot the app to get it going again for that level. Problem exists on Facebook and iPhone

Did you collected all the rewards in that round? If so then you normally have to wait a certain amount of time before you can use the feature again as it goes into "Cool-down".
