how do boosters work

I don't understand why on some levels boosters appear numerous times while only once on others. I tried using the coconut wheel on 2 separate occasions on level 1333 (very difficult level I can't get any progress with it). It only appeared at the very beginning of the game. It was no help at all frankly. Very frustrating when you spend money on it thinking that it is going to show up more than just one time. I do not see how this level can be beaten without it. Please help.

While the only boosters I use are whatever I get for free I totally understand your complaint! WHY do they do that? They also do it with the fish and mystery candies as well. They need some consistency!
