The keys do not fall in the number of moves given even though it states that the matter has been resolved.

The keys drop every 5 moves starting from the 21st move, so if you don't make a move under one of the dispensers on each of these moves the keys will not fall and you have to wait another 5 moves so either the last keys don't fall at all, or the last key will fall on the last move which is too late to use the fish.
