Level 1470 chocolate bombs disappear
When I create chocolate bombs to help hit the keys needed, they are disappearing in the chutes. Also, cannot keep the ingredients near the exits, as they are moving too fast, even when just moving one candy for them to land on the conveyor belt. This level is flawed.

I found this strategy for you and think it sounds appropriate from what you wrote:
Use some special candies or combinations to unlock all the sugar chests.
Then, let the cherries fall at the 4th row and the conveyor belt will move them to the exit area.
When they are aligned to the exit area, make some possible matches to bring them down.
