Can you please fix level 1068 on Candy Crush?

A friend asked me to play through level 1068 and help her beat it. I noticed there was no ability to create +5 candies, like there are on all other timed levels, by making cascades. When I checked a youtube playthrough, I also noticed the examples showed 40 seconds, whereas I was only given 25 seconds. I understand the reduction in seconds may have been intentional, but surely the inability to create +5s has to be a glitch. Here is a video of the problem. I wouldn't say that this was a glitch, just game design. If the level can still be passed without the extra +5's then in my mind there is no glitch because it doesn't affect the aim of the game:
