The goal for level 96 is 10,000 points in 15 levels. There are bombs with a count of 10 on them. I easily get 10,000 points well before the bombs go off but the game doesn't end and when the bombs get to 0 they blow up resulting in a loss and 20,000+ points.

Yes. That's the game. You have to clear the bombs before they explode and complete all the available moves. Simply reaching the score is not sufficient to pass the level. You must survive to the end.
