I went to a new level that has a frog and 5 jellies to remove. What does the frog do.How do I get those jellies?

Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
