Candy crush level 467 for android

The aim is to collect two colour bomb-wrapped candy combos. There are only 4 colour bombs and with only four candies in a row it is impossible to make new colour bombs. When you create the first combo, all the colour bombs are set off, meaning this level is impossible to complete. Since other people have passed this level, is it a glitch introduced with a new update?

No, it's not always the case that you lose the other colour bomb though admittedly it is the most likely outcome. If you can't envisage playing as many games as it takes to get that hallowed position then I recommend the use of the lucky candy booster which should make passing the level pretty much certain after no more than 2 or 3 attempts.
